VIDIFI Announces Decisions on Organizational Structure and Personnel Work
On the afternoon of October 8, 2026, at the headquarters of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), a Conference to announce decisions on organizational structure and personnel work was held under the chairmanship of Mr. Bùi Văn Thông – Chairman of the Board of Directors (BOD) of the Corporation, and Mr. Trần Anh Tú – Member of the BOD and General Director of the Corporation. This is an important activity aimed at continuing to streamline the organization, arrange the team of personnel to suit the requirements of tasks, and create a foundation to enhance governance, management efficiency, and the implementation of VIDIFI's development goals in the new period.

Establishment of the Construction Management and Urban Development Department
In VIDIFI's development strategy, alongside continuing to promote its strengths in the field of transport infrastructure investment, management, and operation, the Corporation is gradually expanding its operations based on its core competencies, including the fields of social housing and commercial housing development.
Streamlining the organizational structure towards specialization, coupled with assigning personnel suited to their capabilities and task requirements, is of great significance in enhancing implementation capacity, increasing management efficiency, and meeting the development requirements of the Corporation.
Based on the consensus of the Party Committee, on September 18, 2026, the Corporation's BOD issued Resolution No. 260918.01/NQ-HĐQT on the establishment of the Construction Management and Urban Development Department (CM&UD Department), effective from October 1, 2026. The Department was established on the basis of reorganizing the Social Housing Project Deployment Team, aiming to concentrate resources on implementing the Bát Khối – Bát Tràng Concentrated Housing Area Construction Investment Project.
At the Conference, BOD Chairman Bùi Văn Thông and General Director Trần Anh Tú presented the decision to establish the CM&UD Department, and simultaneously assigned Mr. Lê Xuân Tú, Deputy Director of the CM&UD Department, the task of heading the Department.
The establishment of the CM&UD Department demonstrates VIDIFI's proactive orientation in developing a new field of operation, while affirming the attention and trust of the BOD and the Corporation's Leadership towards the team of personnel who have diligently carried out project investment preparation work over the past time.

Also at the Conference, BOD Chairman Bùi Văn Thông and General Director Trần Anh Tú handed over decisions regarding personnel work, specifically:
Mr. Nguyễn Thành Trung: Transferred and appointed from the position of Deputy Director of the Planning and Investment Department, Assistant to the General Director, to hold the position of Director of the Administration and Management Department.
Mr. Tô Văn Dương: Appointed from the position of Head of National Highway 5 Management and Maintenance Division under the National Highway 5 Management, Maintenance and Exploitation Department, to hold the position of Deputy Director of the National Highway 5 Management, Maintenance and Exploitation Department.
Mr. Bành Trần Hiếu: Appointed from the position of Head of Project Settlement Division under the Finance and Accounting Department, to hold the position of Deputy Director of the Finance and Accounting Department.

The transfer and appointment were carried out based on task requirements, professional capabilities, working experience, and the development orientation of the Corporation. Through this, VIDIFI continues to consolidate its leadership and management team in specialized departments and related units, improve management quality, enhance coordination in task execution, and promote human resource efficiency.
General Director Trần Anh Tú: Upholding Responsibility, Discipline, and Task Execution Efficiency
Delivering directive remarks at the Conference, Mr. Trần Anh Tú – Member of the BOD and General Director of the Corporation, on behalf of the BOD and the Board of General Directors, extended congratulations to the transferred and appointed officials; simultaneously emphasizing the requirement to uphold a sense of responsibility, proactively take on tasks, and quickly create clear changes in management and administration at the units.

The General Director affirmed that personnel work is one of the key factors, holding decisive significance for the operational quality and the ability to realize the Corporation's development goals. The recent arrangement, transfer, and appointment of personnel were considered based on practical requirements, individual capabilities, strengths, and working histories, aiming at the goal of best promoting existing resources while meeting new requirements in VIDIFI's development process.
For officials entrusted with heading the Administration and Management Department and the CM&UD Department, the General Director requested them to quickly grasp the situation, promote the role of the solidarity center, inherit achieved results, and urgently review ongoing tasks, especially backlog tasks or progress not meeting requirements. On that basis, they need to proactively assign specific tasks among the collective leadership, officials, and employees, ensuring tasks are organized and implemented synchronously, smoothly, and effectively.
Regarding the CM&UD Department, the General Director emphasized that this is a new field for the Corporation, requiring a proactive spirit, high determination, and close coordination among units. The Department needs to soon stabilize its organization, clearly delineate functions and tasks, finalize coordination methods, and concentrate resources to implement the Bát Khối – Bát Tràng Concentrated Housing Area Project.
According to the General Director's directive, during project implementation, quality and progress must be placed first, followed by economic efficiency. VIDIFI needs to promote the experience and capacity demonstrated in the field of transport infrastructure construction investment, applying them appropriately to the urban development field, thereby gradually affirming its reputation and capacity to implement new projects. The goal is to strive to commence the project in December 2026, while focusing on organizing implementation to complete it before 2030 according to the set orientation.
To ensure this goal, the General Director requested specialized departments and units in the Corporation to enhance coordination with the CM&UD Department according to assigned functions and tasks; proactively support expertise, personnel, and necessary conditions, preventing work disruption due to lack of coordination. The CM&UD Department must also proactively propose supplementing human resources from the Corporation's internal sources and suitable external sources when necessary, ensuring requirements for project implementation are met.
For officials appointed to hold Deputy Director positions in units, the General Director requested them to continue promoting experience, professional capacity, a sense of responsibility, and coordination skills; proactively advise and organize task execution, making practical contributions to the unit's overall operational results.
A cross-cutting requirement emphasized by General Director is organizing work execution according to the spirit of "6 clears": clear person, clear task, clear timeline, clear responsibility, clear authority, and clear result. Each task must have a responsible point of contact, specific progress, and verifiable, assessable results; simultaneously upholding discipline, order, proactive spirit, and individual responsibility during task execution.
The General Director also requested departments and units to create conditions, coordinate, and support newly appointed officials to quickly integrate and promote their capabilities. The BOD and the Board of General Directors will continue to accompany, listen to, and promptly resolve arising difficulties and obstacles, creating conditions for units to successfully complete assigned tasks.
