On the morning of September 16, 2026, the Bát Tràng Commune Council for Appraisal of Planning and Urban and Rural Planning held a meeting to appraise and provide comments on the 1/500-scale Detailed Planning dossier for the Bat Khoi – Bat Trang Concentrated Social Housing Project, for which the Vietnam Infrastructure Development and Finance Investment Corporation (VIDIFI) is the investor. The meeting was chaired by Mr. Do Thanh Thuan, Member of the Standing Committee of the Party Committee and Vice Chairman of the Bát Tràng Commune People’s Committee, and Chairman of the Commune Planning Appraisal Council.

The meeting was attended by representatives of specialized agencies of Bát Tràng Commune, representatives of VIDIFI as the investor, and the project’s planning consultant.

Appraisal Focuses on the Synchronized Development of Technical Infrastructure

At the meeting, members of the Council discussed and provided comments on the project’s 1/500 Detailed Planning dossier, focusing on planning, technical infrastructure and relevant specialized areas. Particular attention was given to irrigation, drainage, power supply, water supply and telecommunications systems, as well as the consistency and synchronization among different infrastructure components. The updating of and consistency with the latest planning frameworks of Hanoi was also highlighted by the Council.

Based on the dossier presented by VIDIFI and the planning consultant, together with comments from the relevant specialized agencies, the Appraisal Council identified matters requiring further review, supplementation and completion to ensure that the planning dossier fully complies with current regulations.

VIDIFI to Incorporate Comments and Complete the Planning Dossier, Ensuring Project Progress

As the investor of the Bat Khoi – Bat Trang Concentrated Social Housing Project, VIDIFI identifies the preparation and completion of the 1/500 Detailed Planning as one of the key tasks during the project’s investment preparation phase.

Previously, VIDIFI had coordinated with the Bát Tràng Commune People’s Committee, relevant specialized agencies, investors participating in the consortium, and the planning consultant to hold a number of working sessions to review and reach consensus on matters relating to planning, technical infrastructure, social infrastructure and investment preparation procedures.


Mr. Do Thanh Thuan – Member of the Standing Committee of the Party Committee, Vice Chairman of the People’s Committee, and Chairman of the Bát Tràng Commune Appraisal Council, delivers the concluding remarks at the meeting.

At the conclusion of the meeting, Mr. Do Thanh Thuan requested VIDIFI and the planning consultant to seriously incorporate the comments of the Appraisal Council and continue reviewing and completing the drawings, explanatory documents, as well as the relevant explanations and responses in accordance with the requirements. The completion process must also ensure consistency between the overall planning and requirements relating to technical infrastructure, irrigation, drainage, power supply, water supply and other relevant specialized areas.

In response to the guidance of the Appraisal Council, VIDIFI will continue to closely coordinate with the Bát Tràng Commune People’s Committee, relevant specialized agencies, the consulting unit and other stakeholders to complete the 1/500 Detailed Planning dossier. This will provide an important basis for proceeding with the next steps of the Bat Khoi – Bat Trang Concentrated Social Housing Project, with the aim of facilitating its approval and implementation and contributing to meeting the demand for social housing in the area.

The step-by-step completion of the planning dossier provides an important foundation for VIDIFI to implement the investment preparation roadmap for the Bat Khoi – Bat Trang Concentrated Social Housing Project, contributing to increasing the supply of social housing, meeting residents’ housing needs and supporting Hanoi’s social housing development objectives.

The Bat Khoi – Bat Trang Concentrated Social Housing Project was approved in principle by the Hanoi People’s Committee, with VIDIFI assigned as the investor under Decision No. 996/QD-UBND dated March 9, 2026. The project covers approximately 11 hectares, with an estimated total investment of nearly VND 7 trillion and a projected population of more than 6,800 people. The project is planned to include social housing, commercial housing and a synchronized system of technical and social infrastructure, including schools, green spaces, parking facilities, public facilities and internal roads.
